During before the time of prophet Nuh (as) there were only a few pious people who used to spread islam. Once those people died, the shaytaan came to the people and said that they should build statues of the pious people so they would remember them and worship Allah (swt).
As time went by people forgot about the statues, and the shaytaan came back and this time the shaytaan told them they should worship them.
